Update on City of Bridgeport's $6.6 Million Water Project
This page will be updated monthly. This update is provided by Olsson Associates, the engineers responsible for designing the $5.4 million water treatment plant project and pipeline upgrades for the City of Bridgeport.
APRIL 2009 This week, on Thursday April 23, the water treatment equipment (Bid Package 1) will be bid. This is a week later than scheduled due to a number of changes in the funding front. Rural Development (RD) is officially back in the funding mix. In concert with the State Revolving Loan Program (SRF), Rural Development will fund the treatment equipment. With this change the property docket and minor changes needed to be completed. The bid date was changed to complete these items. Funding from the stimulus package or American Recovery and Reinvestment Act (ARRA), has now been assigned to Bid Package 2 which is the installation of water meters. Technically this is now the only phase which must be under contract by September 1, 2009. Bid Package 2, Meter Installation has been advertised and will bid May 5, 2009. We are starting to see a lot of interest. We have received review comment from the Department of Health and Human Services for Bid Package 3, Wells and Raw Water Lines and a waiting for comments from RD and SRF. As soon as comments are received they will be addressed and a bid date set. We are looking at late May or early June for a bid date. We are completing our in-house of Bid Package 4 which includes the treatment building, and Phase I & II transmission/distribution pipelines. Our April 20th date to send plans and specifications for agency review is revised to April 27th. A late June bid date is still projected. Since the September 1 ARRA contract date no longer applies design on the three remaining phases, Phase III, IV and V n June or July. These phases, which will be in Bid Package 5, will include funding from SRF, RD and CDBG or Community Development Block Grants. The short delay will ensure all funding requirements are in place. These phases include replacement of old leaking high maintenance pipeline sections, the elimination of dead end lines and a loop line south of Highway 385. Our goal is still to have treated water to the residence of Bridgeport by year’s end.

MARCH 2009 The property docket addressed the last two months is still in the hands of Rural Development. We did however get authorization to advertize the treatment equipment. The equipment will be advertized March 18, 25 and April 1st. Bids will be received by the City on April 16. As noted in the January update, it will take approximately 6 months to manufacture the equipment. The well bid packet and meter installation packets are moving forward and still on track. The meter specifications will be sent for agency review this week and the well packet will be sent next week. If the agencies complete their review in 30 day, we would advertisement during April and bid in May. Design continues to move forward on the treatment building, and Phase I & II transmission/distribution pipelines. We have targeted April 20th to send plans and specifications for agency review. A June bid date is still projected. Design on the three remaining phases, Phase III, IV and V will start in April. FEBRUARY 2009 The property docket addressed last month has been submitted to United States Department of Agriculture Rural Development. The Rural Development process will take 45 to 60 days. In short, the docket assures that all water system improvements are constructed on properties owned by the City or on permanent easement. Earlier this fall, the City contracted with Furgo Horizons, Inc. to provide aerial digital photography of the City and electrical service area. The photography has been completed and is being used in the project design process. The photography is also being used as a backdrop for utility mapping. The well bid packet and meter installation packets are moving forward and will be sent for agency review in March. We anticipate advertisement during April and bid in May. In addition, design has started on the treatment building and site. The raw water pipeline, treatment building and Phase I transmission/distribution pipelines should be ready for agency review in April with a bid date in June. The elevation of the treatment and two well sites will need to be increased to meet State and Federal regulations. JANUARY 2009 The water project continues to move forward. This week information required to complete the property docket was prepared for submittal to Rural Development. The Rural Development process will take 45 to 60 days. During this time final details will be finished to complete the treatment equipment procurement package. Once the property docket has been approved the equipment package will be advertised for bids. We anticipate advertisement during March and bid in April. Manufacturing the treatment equipment will take approximately 6 months, which places delivery in October or November. Before equipment is delivered the following items need to be operational; wells and well houses, raw water transmission pipeline, treatment building and Phase I transmission and distribution pipelines. In addition, water meters will be installed. Several bid packets are being developed to complete the required work. The well bid packet and meter installation packets will be sent for agency review in March. We anticipate advertisement during April and bid in May. The raw water pipeline, treatment building and Phase one and two transmission/distribution pipelines should be ready for agency review in April with a bid date in June. We are projecting delivery of treated water to the community in late 2009. Other project phases will be completed in 2010 and 2011.
